MARYLAND ENERGY ASSISTANCE PROGRAM (MEAP)

Assistance with home heating bills.

Limited assistance is available to replace broken or inefficient furnaces.

ELECTRIC UNIVERSAL SERVICE PROGRAM (EUSP)

A state program administered  by  the Department of Human Resources to assist eligible low-income electric customers  with their electric bills. Assistance is available to active customers or those currently  without  service.

WEATHERIZATION ASSISTANCE PROGRAM (WAP)

Provides home  weatherization services such as weather stripping, caulking, plastic window covering,  etc., to help make a home more fuel efficient and comfortable at no cost to eligible  families.

UTILITY SERVICE PROTECTION PROGRAM (USPP)

Protects low-income families

Provides 1% repair loans and grants for eligible applicants. Loans up to $7500 can be made with promissory note only; loan limit $20,000. Grants available for applicants 62 or older who do not qualify for a loan: grant limit $7,500.

Maryland Homeowner’s Tax Credit

Helps low-income homeowners by limiting the amount that they must pay in property taxes. To receive the tax credit, an application and all supporting documents must be sent to the State Department of Assessments and Taxation no later than September 1 of each year. Tax credit is based upon amount by which property taxes exceed a percentage of combined household income.
